In the Civil war, Officers were responsible for their own Uniforms and boots. Except for undergarments and only if they were unavailable for procuring by any other means, then they could order some undergarments for themselves along with the troops. As with Officers boots, they would spend four months of an average man’s wage on a cheap pair of boots. And as much as three years’ wages. Some of the bootmakers are still around in England.
